PetroCaribe
  • GOSL and other Caribbean countries have made significant progress regarding details the operationalisation of the PetroCaribe initiative on a bi-lateral basis.
  • Some indication of Saint Lucia as a possible storage point.

Wind Energy
  • Wind measurements carried out on  east coast over a 1-year period.
  • Cabinet has recently approved the notification and publication of Acquisition of land for the wind farm (Sugar Mill area).

Geothermal Energy
  • In 2004, GOSL entered into an agreement with U.N.E.C. for the exploration and tapping of geothermal resources.
  • U.N.E.C. has also been in discussions with LUCELEC regarding Power Purchase arrangements.
  • No movement to date regarding exploration.

Solar Energy
  • Caribbean Solar Financing Project launched in 2005.
  • Works with Credit Unions for solar heater financing for low income households.
  • Response not as favourable as anticipated.
  • Income range increased to allow middle-income access to financing.

Compact C.F.L. Bulbs
  • CFL bulb project (with Climate Care) launched in 2005.
  • Difficult to assess reductions due to absence of proper baseline.
  • Climate Care interested in further work in this area.

Capacity-Building
  • A number of persons have received training in, mainly through the CREDP/GTZ.
  • Most recent exercise in the area of Wind Energy.

Kyoto Protocol
  • Kyoto Protocol came into force in February 2005, 90 days after ratification by Russia.
  • The Clean Development Mechanism of the Protocol offers opportunities for Developing Countries to benefit through the implementation of energy projects in these countries, by Developed Countries.
  • Saint Lucia is yet to set up the institutional mechanisms for the C.D.M. However, it has been part of recent forums in this regard.
  • Geographical concerns about the distribution of CDM investments.
  • A recent (Stern) report points to the need to begin to invest now in efforts to address climate change.

  • Overall, the last year has seen modest progress with respect to improvement in the energy landscape.
  • There is clearly a need to move more rapidly from policy to meaningful action.
  • Movement will require private-public collaboration.
  • Saint Lucia must keep abreast of international trends.

Outlook
  • The global oil market will continue to be volatile.
  • There is some concern about the “side-effects” of bio-fuels.
  • To move forward, Saint Lucia will have to take decisive action regarding policies and measures to address energy issues.
