At
the United Nations Conference on Environment and Development (UNCED)
held in Rio de Janeiro in June 1992, world leaders and decision
makers signed the UN Framework Convention on Climate Change (UNFCCC)
in a bid to combat the global warming phenomenon. To address its national priorities and
comply with its commitments to climate change St. Lucia signed and
ratified the UNFCCC in June 1993. The Convention came into force in March
1994. As part of the Convention, it is
required that St. Lucia prepare its First National Communication
to the Conference of Parties (COP) in accordance with Article 12. The chief objective of the project is
to enable St. Lucia to prepare the national communication.
The main components of the Project are:

An inventory
of greenhouse gases following the guidelines adopted by the COP
-
An assessment
of potential impacts of climate change in St. Lucia
-
An analysis
of potential measures to abate the increase in greenhouse gas
emissions and to adapt to climate change
-
Preparation
of a national action plan to address climate change and its adverse
impacts
-
Preparation
of the first national communication of St. Lucia to the COP.
Besides
meeting the communication obligations, the project can be seen as
an essential exercise needed to enhance public awareness and knowledge
of climate change related issues in St. Lucia, thus enabling the
country to take those issues into account in general planning and
strategy formulation for different economic and technical sectors,
and also to strengthen its role in international scientific fora
and negotiation processes related to climate change.
Funding
Grant funding
for the National Enabling Project is made available through the
Global Environment Facility (GEF) and is administered through the
United Nations Development Programme (UNDP). The Government of St.
Lucia makes an in-kind contribution to the project.
