Until recently
two agencies served as focal points for climate change issues. The
Department of the Environment-Ministry of Agriculture, forestry,
fisheries and the Environment was the focal point for the CPAAC
project. The Sustainable Development, Science and Technology Unit-Ministry
of Finance and Planning is responsible for the National Communication
on Greenhouse Gas project. This situation is being reviewed however,
due the reshuffling of Ministries which has placed the Environment
portfolio under the Ministry of Planning. The environment portfolio
will now be the responsibility of the Sustainable Development Unit.
This will eventually mean that the CPAAC project may be brought
over to this Unit and that the Unit may function as the National
focal Point for all Climate change issues.
The CPACC and
the National Communication on Greenhouse Gas Projects are currently
being administrated jointly under the National Climate Change Committee
which has recently been re-established to accommodate both of these
projects.
The Committee
comprises of representatives of the following entities:

This group oversees
and advises on the implementation of both projects. Technical issues
are addressed by a smaller Technical Working Group which comes under
the umbrella of the National Climate Change Committee. The Technical
Working Group meets as frequently as required to address technical
matters relating to the implementation of the projects.
